Is there another agenda at play here apart from an attempt to plug the budget black hole? It is becoming so expensive for an individual to apply for a visa that they have nothing left to pay for professional assistance - $4,575 for an onshore partner - seriously?

Kevin, perhaps we can look at it the other way.....the cost to apply is so expensive now, that visa applicants will be worried about throwing it all away and trying to do it themselves?
