The Migration (English Language Requirements for Subclass 485 (Temporary Graduate) Visas) Instrument 2025 (LIN 25/089), made under clause 485.212 of Schedule 2 to the Migration Regulations 1994, specifies the English language proficiency requirements for applicants seeking a Subclass 485 visa in either the Post-Vocational Education Work or Post-Higher Education Work streams. The instrument repeals and replaces LIN 24/021, effective 7 August 2025.
The instrument outlines:
Approved English Language Tests: Including IELTS, PTE, TOEFL iBT, OET, CELPIP, LANGUAGECERT, MET, and Cambridge Advanced.
Required Test Scores: Specified in the Schedules based on applicant category, with Hong Kong and British National (Overseas) passport holders having separate scoring criteria.
Timing Requirements: Test scores must be obtained within 1 year prior to the visa application, with results generally required from a single sitting unless the test is OET.
Exemptions: Applicants holding valid passports from Canada, New Zealand, the Republic of Ireland, the United Kingdom, or the United States are exempt from English proficiency requirements.
Transitional Arrangements: Applicants applying on or after 7 August 2025 may rely on prior tests (taken between 7 August 2024 and 6 August 2025) if the evidence meets specified criteria.
This instrument implements updates following a departmental REOI process that commenced in July 2022 and reflects new Deeds of Agreement with test providers. Consultation was conducted with stakeholders including the EVCC, AHPRA, LCA, and MIA.
