Over the weekend, Borderforce updated their categories to confirm instances an automatic or an invidiaul exemption is required to facilitate travel.
Exempt categories
You are automatically exempt from the travel restrictions and can enter Australia (without obtaining an individual exemption) if you are:

Individual exemptions
The Commissioner of the Australian Border Force may grant an individual exemption if you are:
You must hold a visa and an exemption to Australia’s travel restrictions before you travel. You can request an exemption online and must provide appropriate evidence to support your claims. Requests may be finalised without further consideration if insufficient evidence is provided. All documents need to be officially translated into English.

@Glen I've just been granted permament residency from overseas this month (August 2020) and am yet to make my first entry to Australia (I have one year to do so from the date of visa grant). I emailed the DHA who said although I'm not 'usually resident in Australia' (since I've never lived there before) as a permanent resident I can enter the country and have an automatic exemption. However, once in Australia I won't be able to leave again without an exemption like everyone else and I have to quarantine at my own expense on arrival according to state rules etc etc. Hope that helps!
Hi Ruslan, I still can see that immediate family members are required to lodge an individual travel exemption online

Please explain what does automatic travel exemption mean and how to get it?

Automatically exempt covers "a permanent resident of Australia" - but does that include the holder of a migrant visa who has not yet made their first entry to Australia?
