The skilled regional nominated (489) visa is a provisional skilled visa that allows you to live and work in regional NSW for up to four years.
This visa provides a pathway to permanent residence. If you hold this visa and live for at least two years and work for at least one year in a specified region of NSW, you may be eligible to apply for a permanent visa at a later stage.
NSW Department of Industry works in partnership with participating Regional Development Authorities (RDA) in NSW to deliver the NSW Skilled Regional Nominated Migration (489) program.
Under this arrangement, NSW RDAs that choose to participate in the 489 program can select and nominate candidates whose skills are needed in their region.
Participating regions determine their own list of eligible occupations as well as any additional eligibility criteria.

When Orana opened its nomination on the 31st of July, it only had 2 extra requirements for the "Accountants":
Applicants must;
Demonstrate a minimum of Proficient English.
Provide documentation of a minimum of 6 months relevant work experience in Australia.
Later on the same day they added a third requirement:
Verify they are living and working in the Orana Region at the time of application.
We lodged a nomination application for a client after Orana opened its nomination applications on the 31st of July 2018 and before the "3rd requirement" was added on their website.
I am in the process of writing to Orana RDA to honour our application and make a decision based on the first 2 requirements only. Any other decision would be unfair to the client.
I will appreciate any suggestions in this matter.
