And the DIBP think that RMAs need IELTS tests?

This email came in today from a member of Migration Alliance:

I had received a refusal for a nomination. I did not understand the reason for refusal as the case officer did not provide any evidence in support of her decision. I asked the decision to be escalated. After almost two weeks of wait and couple of reminders, I received the following reply from the Team Leader

Can you please help me understand the Team Leader’s comments -

I have also reviewed the following issues raise by you. The case officer in the decision record made a reference she considered  XXXXX and YYYY’s salary as submitted by the applicant. The evidence provided by the applicant shows that Mr XXXX (the nominee is actually a Ms and not Mr) has been working as Assistant Customer Service Manager has been working which is not a gazetted occupation. The Case officer was not satisfied with the evidences why the Assistant Customer Service Manager needs to carry out the job of Director when there other positions of the same ranks are available”

And we migration agents need an IELTS…….

    I do believe that Case Officers should also sit IELTS academic version and be required to submit a mark of 7 in each of the 4 components for them to retain or occupy the position. In fact they do not edit their decisions because they believe copy and paste will do the job. Another fact is they also do not have attention to details ie I have received a grant for a different person attached in an email for a client. During the time that Sc 456 was still around, my client got a label for Sc 676. Another error that I came across is incorrect last name for a client, incorrect duration for a visa, etc. Worse they sign with pride as DELEGATE OF THE MINISTER, most of the time with position title and last name. Scared to put the full name? WHY?

    It's not just a matter of case officers having issues with English language ability - they're also very careless. I recently made an application for a client and her son (aged 6) for a student visa and the case officer requested "Chest x-ray required after the birth of your child" for both the Mother and her son in the document checklist. Imagine if we were to make such simple errors.

    I should add to my comment above that neither applicant was pregnant and the son had only recently undertaken his medicals a few months previously for his dependent student visa application.

    Case Officers of the DIBP should have to sit a sound knowledge test. They are dealing with the same legislation and policy as RMAs. The worst part of all of this is that we have the DIBP regulating RMAs when in fact RMAs are better qualified. It doesn't make sense to have the lesser-educated regulating the more educated. It is a recipe for disaster. No wonder they are doing a review of the Office of the MARA. Imagine how crazy and dysfunctional the DIBP is? I had a look at their recruitment criteria and it is pretty lame. No wonder they get people who can't spell, can't manage their grammar, can't punctuate, don't know how to use prepositions and adverbs, let alone read the law.

    IELT's exams for RMA's!!!!!!!

    I guess the fact that the RMA has successfully completed an Australian qualification in Law is not enough, we are to be subject to English testing the equivalent of a year 10 exam. I too had a tussle with MARA about this. I was born in an English speaking country outside Australia. I completed my secondary education in a Private school in Australia. I went on to obtain a degree overseas. Worked in Australia, completed my MBA and Grad Certificate in Immig Law here as well. ( Citizen of Australia since 1984)

    When MARA was insistent I sit an IELT's exam, I called and spoke to someone who was having difficulty understanding my Australian accent. She again insisted I must sit it. I must admit I raised my voice a notch and said "are YOU going to assess MY English."

    I hated doing what I did, however I received my exemption via email the very next day.

    It is nothing more than an attempt to gouge more money from us and nothing else. If I have passed and obtained the qualifications to become an RMA, do not insult me by asking me so sit an IELT's exam.
