The DIBP have a new form which can be used to make payments for offshore visa applications.

As I understand it this form is to be used to prepay VAC's for offshore applications such as visitor visas, some student visas, etc. Perhaps DIBP can explain the statement "Debit Cards cannot be used for applications lodged by mail" on this form...? If the payment is made in advance using this form sent by email, and DIBP accepts debit cards with a credit card facility with this form (it's an option on the form), why would the delivery method of the application which is made AFTER the payment is made with this form matter at all? By that time the prepayment has already been processed from this form.
What's next, requiring your credit card history for 30 years to make a payment?
So DIBP is actually demanding credit card details of RMAs by email? Goodness Gracious Me!!!
It is a risky practice and something specifically advised against by SCAMwatch:

Who will be responsible for fraud/losses as a result of this practice? Is DIBP really not able to provide a better alternative?
The public service are pretty good at coming up with ideas to make things more difficult and waste time for those with genuine reasons to want to come here for a visit or permanently. Once you could phone up give the relivant details pay be credit card and within five minutes the receipt was emailed to you. Now they expect everyone to be proficient on computere to play their game. In the last two days I have been given conflicting answers as to a Tourist Visa application and cost. One said paper the other said electronic for Thailand, yet Thailand does not appear as a country on the electronic listing. It really boggles the mind, what about the old simple way of doing things. When I designed machines we used the KISS method, may be public servents should be taught to use it and not waste paper and time. We are constantly reminded how we are effecting the enviroment apparently it does not apply to public servents.

I am in Thailand and would like to pay for my wife's offshore spouse visa application with form 1440. first I understand that I don't have to be in Australia to do that as it goes through email. now as to the form itself, sorry but simple things are sometimes complicated. the form is a pdf form. can I right into the form and if I do how do I sign it, do I need a pdffille, a university degree , is that what people use. can I print the form first fill it in by hand and sign it, then scan it and then email it. what would be acceptable. do I have to certify the scanned copy by a j.p. have been searching the net for days. everyone everywhere just say :fill in form 1440 and email, it" well, how. now please, if you have an answer for me please send it. but no guessing, or writing what would be the logical thing to do in your opinion. this is very important and I need the right answer. u nfortunately right answers are hard to get. have been in touch with the department of immigration in Australia for simple questions that have a simple answer(should), about matters that they deal with every day, and 5 different operators all gave me a different answer. they all gave me what they thought should be the answer, frustrated, need reliable replies. .FOR DUMMIES please HOW DO YOU FILL IN SIGN AND EMAIL FORM 1440. CAn I use my debit card for the payment. Can I do it while offshore, can it be used to pay for offshore partner application Thank you kindly
