DIBP credit card surcharge

The Department of Immigration and Border Protection applies a surcharge on all credit card transactions with the Department. The rate is dependent upon the credit card type and are detailed below:

Card Type	Rate (%)
American Express	1.99
Diners Card	2.91
JCB	1.99
Mastercard	1.08
Visa Card	1.08

Does this charge apply to debit cards as well and is there any forms of electronic payment that avoid the charge.
