The DIBP no longer accept Bridging Visa B's electronically. The following is a message being sent to RMAs:
We are no longer able to accept Bridging Visa applications electronically.
It must be hand delivered to your nearest Immigration office or posted in. Posting it in may take up to 14 days to get to the Perth office for processing so it may be more beneficial to attend your nearest immigration office.

If you currently hold a Bridging Visa A and intend to apply for a Bridging visa B to travel outside of Australia please attend your local Immigration Office to apply. If you are unable to attend an Immigration Office, you may complete Form 1006 and mail it to your nearest DIBP Office.

If you intend to travel within the next 7 days and cannot attend a processing office, please include a note in your mailed application to advise on the date or travel with the words “URGENT BVB”.
If you send a Bridging visa application via email to this address it will not be a valid application and it will not be assessed.

There is an update in the new PAM policy but I could not find anything in the Schedule 1. It says Both forms can be lodged in person or sent by post to any office of the department in Australia. It will not be a valid application if it is lodged by electronic means, such as by fax, email or by uploading onto ImmiAccount.
DIBP is really screwing the people.
A point to note. Sometimes, DIBP issued the BVB according to the exact date that the client is supposed to return to Australia, i.e. if the client provides a copy of the itinerary. For example, the client may depart a country say, 1 March 2015 at 11pm and arrived to Australia on 2 March 2015 but the BVB is only valid until 1 March 2015. And what happens if the flight was cancelled or delayed? I always insist DIBP to change the arrival date of the BVB if it was issued exactly on the estimated arrival date back to Australia. We need to help the DIBP staff to see the big picture.

Actaully we are not, BUT WE SHOULD. Christopher (not me, the other one) can you supply the name of a person in Canberra that we can barrage with emails protesting about this completely unnecessary restriction? How many of us have received a call from a client who got bad news by phone and really wants to travel on the next plane available, many clients are nowhere near an Immigration office, especially in circumstances where they have a lot of other things to be arranged.
I wrote a strongly worded protest to my CO in Perth last night, it wont change anything, so lets go to the top boys and girls.

Hi! I work at education agent and one of my student is going to apply for bridging visa B in person at Brisbane Immigration Office on the day before her departure date. Would the immigration office give her Bridging visa B on spot ? If she can't get her Bridging visa B on time, can she leave Australia on Bridging visa A and come back with visitor visa? She is Japanese and she is on bridging visa A. She is waiting for her student visa to be approved at the moment.
My wife is waiting for a Partner Visa, and is in Aust under a BVA. Her Grandmother is extremely sick and is expected to "pass" in the near future. Should she apply now for a BVB (with no fixed travel dates) or wait until she needs to travel and try to get the BVB urgently.

I would not risk it, just in case there is a problem with the form or there is a delay in processing. She is going to need to show immigration her ticket and also give them a reason as to why she needs to travel. Just lodge the BVB a couple of days in advance...
You run the risk that if she travels overseas on a BVA she might not be eligible for a visitor visa.. immigration might come back and say she is "not a genuine visitor" etc...

Following Gaby's post (thanks), I submiitted an online application on Tues around 4pm. It's now 10.30am Thurs, 2 days later, and i've just received an email approving my application, ie BV B was granted.
A side question: earlier this year when I applied, I received a BV B for multiple entry for 6 months. In today's email, the BV B states I must be back in Aust 10 days after the date of touchdown in Syd as stated in my e Ticket (which I submitted in the online application). Has anyone experienced this also?
Did they update the schedule 1 and the form 1006 itself saying the completed form may be lodged in person or sent by post to any office of the department in Australia?
