    Christopher, brilliant submissions, well done!
There were debates in relation to unregistered practices and education agents, I understand that neither the OMARA nor the DHA are in position to prevent the consumers from using such practices. Education agents are very sophisticated and they lodging applications using fake Immi Accounts linked to fake email addresses which appeared to be created by applicants themselves. In my recent AAT case which we won, my client was a victim of such practice in Sydney - Global Student Services who lodged a Student Visa application using fake Immi Account.
Christopher, I believe, the only way to protect the consumers is that the DHA must NOT accept student visa applications unless lodged by the RMA. Then the problem solved. Education agents will have no choice but to liaise with the RMAs. We get more business, clients know where to complain if things go wrong.

One problem with not using an agent is that the applicant has no knowledge of even the existence of Schedule I, Schedule II and PAM. Unfortunately, it does seem that many Immigration officers also do not have that knowledge. Many just tick boxes. The criteria for many visas are unnecessarily difficult, but it is what it is.!
