Former Manus detainee addresses UN to call for freedom - Refugee & human rights defender addressed UN Human Rights Council to call out cruel treatment of people still held on Nauru & Manus Island

“Each day it gets worse for over 800 vulnerable women and men still detained by the Australian Government on Manus Island and Nauru. Human beings are being destroyed, physically and mentally. Twelve people have died. Over 100 have attempted suicide on Manus Island in just the last month,” said Mr Muhamat.

“This is a humanitarian crisis that requires urgent action. I am asking the UN and the international community to demand the Australian Government act humanely.”

“My brothers and sisters on Manus Island and Nauru need a future where they can rebuild their lives in freedom and safety,” said Mr Muhamat.

The operation of this instrument is to specify requirements for the Family (Temporary) (Class GH) visa class (Class GH visa). The Subclass visa under the Class GH visa is the Subclass 870 - Sponsored Parent (Temporary) visa (Subclass 870 visa). Subregulation 2.07(5) of the Regulations empowers the Minister to make legislative instruments specifying criteria or requirements in relation to an approved form for making an application for a specified class of visa, the way in which an application for a specified class of visa must be made, the place at which an application for a specified class of visa must be made, and any other matter.

The purpose of the instrument is to specify the requirement that Form 1502 (Internet) is the approved form for making an application for a Class GH visa and specify the place and manner for making an application for a Class GH visa.  

This instrument is a ministerial priority in line with the (Migration Amendment (Sponsored Parent Visa and Other Measures) Regulations 2019) which commenced on 17 April 2019.

The purpose of the instrument is to undertake a biannual update of the foreign currency exchange rates.

The purpose of the instrument is to undertake a biannual update of the places and corresponding currencies in which payment of a fee may be made.

The instrument repeals LIN 19/002 (F2018L01824) under paragraphs 5.36(1)(a) and (b) of the Regulations and in accordance with subsection 33(3) of the Acts Interpretation Act 1901, which states that where an Act confers a power to make, grant or issue any instrument of a legislative or administrative character, the power shall be construed as including a power exercisable in the like manner and subject to the like conditions (if any) to repeal, rescind, revoke, amend, or vary any such instrument.

The instrument operates to specify, under paragraphs 5.36(1)(a) and (b) of the Regulations, for the payment of a fee, as defined in subregulation 5.36(4) of the Regulations (other than a visa application charge (VAC) payment to which subsection 5.36(3A) of the Regulations applies), the places and corresponding currencies in which those fee payments must be made.
