Migration (Specification of Occupations - Subclass 482 Visa) Instrument 2024

The Australian Government has implemented the Migration (Specification of Occupations—Subclass 482 Visa) Instrument 2024 (LIN 24/089), effective 7 December 2024. This instrument introduces the Core Skills Occupation List (CSOL) as part of the migration reform framework for the new Subclass 482 (Skills in Demand) Visa, enhancing accessibility and aligning skilled migration pathways with labour market needs.

Key Features

1. Introduction of the Core Skills Occupation List (CSOL)

  • The CSOL consolidates and replaces the three separate occupation lists previously used under the Temporary Skill Shortage (TSS) visa.
  • It specifies 456 eligible occupations for the Core Skills stream, offering expanded access and pathways to permanent residency.
  • This represents an increase of 189 occupations, addressing skill shortages in various critical sectors.

2. Defined Income Thresholds

  • Specialist Skills stream: Minimum annual income threshold of $135,000.
  • Core Skills stream: Minimum annual income threshold of $73,150.

3. Modernised Caveats

  • The instrument incorporates 14 updated caveats to ensure precision and compliance in occupation eligibility.
  • Certain restrictions have been removed to enhance visa holder mobility and support workforce needs.

4. Comprehensive Stakeholder Engagement

  • Developed in consultation with Jobs and Skills Australia (JSA) and key industry stakeholders, ensuring alignment with Australia’s labour market requirements.

The CSOL aims to create a dynamic and responsive skilled migration system, ensuring that eligible occupations reflect the priorities of Australia’s evolving economy while simplifying pathways for skilled migrants and employers.
