Social Security (Dependants-Concession Cards) Amendment (Visa Holders Connected with the Pacific Australia Labour Mobility Scheme) Declaration 2024

Australian Government Expands Health Care Benefits for Pacific Australia Labour Mobility Scheme Participants

In a landmark decision, the Australian Government has announced an extension of health care benefits to the partners of workers participating in the Pacific Australia Labour Mobility (PALM) Scheme. This extension comes through the recent amendment to the Social Security (Dependants—Concession Cards) regulations, now allowing partners of PALM scheme workers to be listed as dependants on the Health Care Card (HCC) issued to these workers.

Key Benefits:

The amendment is a significant step forward in ensuring that the families of PALM scheme participants are well-supported during their stay in Australia. Partners of PALM workers who are now eligible as dependants on the HCC will have access to:

  • Subsidised prescriptions under the Pharmaceutical Benefits Scheme
  • Bulk-billing for GP consultations
  • Reduced charges for out-of-pocket medical expenses through the Extended Medicare Safety Net

Background:

The PALM scheme serves as a vital component of Australia's engagement with Pacific island nations and Timor-Leste, offering employment opportunities in various sectors across Australia. By facilitating the scheme, Australia not only aids in the economic development of the Pacific region but also fills crucial roles within the national workforce.

Enhanced Family Support:

In alignment with the 2022-23 Budget measures aimed at enhancing the PALM scheme, the government has initiated a pilot program for family accompaniment. This program supports primary visa holders in bringing their partners and children to Australia, further enriching their living and working experience.

Additionally, amendments to the A New Tax System (Family Assistance) Act 1999 and other legislations have been made to extend family tax benefits and child care subsidies to families of PALM workers, acknowledging the importance of family unity and support in achieving successful work placements in Australia.

Government’s Commitment:

This legislative amendment underscores the Australian Government's commitment to supporting the well-being and integration of PALM scheme participants and their families into the Australian community. It reflects a broader initiative to ensure accessible and affordable health care for all residents, contributing positively to the standard of living and health outcomes for those under the PALM scheme.

The amendment is now in effect, promising a more inclusive and supportive approach to Australia’s valued Pacific neighbours and their families.
