The purpose of the instrument is to implement changes to the skilled regional migration program as a result of amendments to the Regulations by the Migration Amendment (New Skilled Regional Visas) Regulations 2019.

The instrument specifies bodies as Regional Certifying Bodies, who can give advice to the Minister about the matters set out in subregulation 2.72C(18) of the Regulations, in relation to applications for approval of an nomination for a subclass 494 (Skilled Employer Sponsored Regional (Provisional)) visa.

Migration (LIN 19/212: Specification of Exempt Occupations) Instrument 2019
This instrument operates to specify exempt occupations for a nomination of a proposed occupation made under regulations 2.72 and 2.73 of the Migration Regulations 1994 (the Regulations), on or after 18 March 2018, obligations arising in relation to a Subclass 457 (Temporary Work (Skilled)) visa or a Subclass 482 (Temporary Skill Shortage) visa under regulation 2.86 of the Regulations, on or after 18 March 2018, an application for approval of a nomination of a position made under regulation 5.19 of the Regulations, on or after 18 March 2018, an application for a Subclass 482 (Temporary Skill Shortage) visa, made on or after 18 March 2018, and a Subclass 482 (Temporary Skill Shortage) visa granted on or after 18 March 2018.

It also operates to specify exempt occupations for a nomination of a proposed occupation made under regulations 2.72C and 2.73B of the Regulations, on or after 16 November 2019, obligations arising in relation to a Subclass 494 (Skilled Employer Sponsored Regional (Provisional) visa under regulation 2.86 of the Regulations, on or after 16 November 2019, an application for a Subclass 494 (Skilled Employer Sponsored Regional (Provisional)) visa, made on or after 16 November 2019, and a Subclass 494 (Skilled Employer Sponsored Regional (Provisional)) visa granted on or after 16 November 2019.

The TOEFL® program will now deliver scores faster than ever before. From 26 October, clients who take a TOEFL iBT® test can view their scores online approximately 6 days after the test date, nearly half of the previous 10-day turnaround. Once the score is available online for the client, it can be verified by accepting organisations. 

In addition, the required waiting period between TOEFL iBT tests has been reduced to 3 days.  This allows testing on consecutive weekends, as available dates permit.
